If her story and claim to the throne is true, that makes her more legitimate then Harlaus. HOWEVER, assuming by King you mean ruler, then you must also consider Lady Isolla of Suno.

Theoretically then King Harlaus would be the answer. However your question regarded not nations, but Kings. Anyway the Rhodoks fought for their independence lead by Grunwalder, but given the greater prominence of Vlandia, I’d say Swadia is the best answer to your question. I’m less sure of this bit, but I think Vlandia was part of the Empire until it broke apart, meaning if what I wrote above is true then they’re the only remaining rump state of the Empire.

Vlandians were really Swadians, but they had conquered the Rhodoks. Before Warband, the two lands were united under the Kingdom of Vlandia. That leaves the Swadians and the Rhodoks, which we have to look at bannerlord stuff to figure out. The Vaegirs migrated over the mountains into the Taiga and settled there, and the Khergits are steppe nomads who have a similar story I believe. The Nords were promised land by the Emperor in exchange for their sailors but were unsatisfied, and formed their own Kingdom on Calradia amidst the fall of the Empire. IIRC the Sarranid land was never even part of the Empire. For starters, we can eliminate the Nords, Vaegirs, Khergit and Sarranids.

Basically, looking to the lore of warband Calradia and then the information we have in the bannerlord era helps us answer this question. This question has been asked sooooo many times on this sub lol.
